Considerable signiflcance is seen in the intention of Mr Norman Davis 's return to the "IJnited States from Brussels instead of going to London for further discussions. It is felt that nothing would be serv•d by, Ms going to London, whereas it jnight be misinterpreted not only in China and Japan but in Congress. Thero ia no special desire for conversations in London to . touch off the debate on foreign affairs in Congress with the assumption that important steps in which the ITnited States might take a leading part were impending. The Washington correspondent of the Kew York Times. reports that President Eoosevelt at a Press conference reiterated the IJnited States' intention to continue its efforts towards peace and f acilitation of the cessation of the SinoJapanese conflict if and when the circumstances were propitious. But no immediate move was contemplated upon the conclusion of the Brussels Conference and in any event it would be only in conjunetion with other Powers.
