, China Deplores Failure to, Take Concerted Action U.S. DELEGATE DEPARTS

(Eeceived 25, 10.50 a.m.) BEUSSELS, Nov. 24. The Nine-Power Coufereuce on the Ear East conflict adopted a slightly modified declaration that the validity of prineiples cannot be destroyed by force and reaffirmed the prineiples of the Nine-Power Treaty as the basis essential to world peace. The declaration urges Japan in her own and the world's interests to arrange for the prompt suspension of hostilities and resort to peaceful processes, The Chinese delegate, Dr. Wellington Koo, aceeptfcd the joint declaration but deplored the failure of the conference to take concreted action to restore peace.
Mr Norman Davis (United - States) omphasi&ud that the conference Was merely goiug into reeess. It would resume its efforts for peace later. He was goiug to the United States to consult the Government regarding the next steps. Mr Davis declined Mr Neville Chamberlain's invitation to visit London to continue the Ear East discussions. He said: "I am hurrying home for personal reasons." The Times Brussels eorrespondent says: "The conference adjourned indelinitely axxer tbe adoption of the declaration unanimously with the exceptioxx of Italy, which opposed it. The declaration provides for the resumption of the conference whenever the chairman Or any two members. consider that the deliberations can advantageously be resumed."
