NEW REGIME IN NORTH
Autonomous Provinces (Beeeived 24, 8.45 a.m.) LONDON, Nov. 22. The Ticnes Tokio correspondent says: "The nucleus of a new Government has been created at Kalgan, where representatives of the three autonomous regimes who sprang up in the wake of the Japanese created a committee for the administration of finance, communications and industry for South Chahar, North Shansi and Inner Mongolia. "The committee -will resist* the inroads of Communism. ' '
