Franco Accepts Principle of Withdrawal (Received 22, 8.45 a.m.) SAN SEBASTIAN, Nov. 20. General Franco, the Spanish rebel leader, has accepted in principle the proposal to send an inquiry commission to both sides regarding the withdrawal of volunteers.
