(Eeceived 19, 8.45 a.m.) NEW YOEK, Nov. 17. Mr Bertram Hulen, a member of tho Washington stafE of the New York Times, in an exclusive article, says an annoUncement that Britain and America are contemplating the negotiation of a reliprocal trade agreements is expected 1 at any moment, following a conference at the State Department this afternoon between Sir Eonald Lindsay, British Ammbassador, and the Assistant Secretary of Statb, Mr Franeis B. Sayre. It will climax Mr Cordell Hull's programme of liberalising international trade relations, beeause he has always recognisod Britain 's adherenee is an essential factor for success. It is felt, with a trade agreement supplying the impetus, opportunities for collaboration in other detailed eeonomic fields will open up to Britain and Erance, while political relations will be even more closely cemented. There is no indieation at present of what the possible effect .will be on the Dominions. It is reported a broad agreement for the whole Empire may be contemplated or, alternatively, it might be followed by short separate agreements covering Australia, New Zealand, South Africa atid Canada. However, it is believed development in respect to the Dominions require more considertion, although Mr Hull's programme has always contemplated agreements with all the Governinents.
