(Eeceived 16, 10,50 a.m.) BRUSSELS, Nov. 15. The draft resolution rejecting Japan's Note on the causes of her action in China was adopted by the Nine-Power Conference, italy voted against it. The three Scandinavian delegates abstained from voting. The draft declaration, a seven-page document, sweepingly refutes Japan's defence, It says Japan's concept of the issue is entirely different from that of most other nations. The conflict eoncerns all countries, whether signatories of the Nine-Power Treaty or the Paris Pact. There iB no legal justification for violating another country's territory to prevent the spread of political doetrines. If Japan's case were admitted it lyouM lead to general anarchy. The Powers agree that, as it has been declared that the purpose of Japan is to destroy the will and , ability of China to resist, direct negotiations can only prolong the war indefinitely. In the event of Japan's continued Tefusai to attend the conference the Powers must consider what attitude to take when one party claims to set aside a treaty whieh all others hold to be operative. Pollowing up her demand for economic action against Japan, China presented a four-point plan aimed at crippling Japan by concerted interaational action. The points are: — First, an embargo on materials useful for war and industry. Second, a boycott of Japanese exports. Third, refusal of credits to Japan. Fourth, a flow of way materials and credits to China. The document shows that, statistically, the British Empire, France, America and the Netherlan ds are the most able to cripple Japan, because they are'vital to her economic health. A supplementary British Official Wireless message says: The views of the Governments represented at the Brussels Conference on the draft of the sharplyworded declaration which ,Tokio's refusal to treat with the conference has called forth will be expressed at a nieeting of the conference this afternoon. The terms of the draft, which announces that paTticipating States musf consider what is to be their common attitude in view of Japan's refusal, were referred to the various Powers on Saturday. Mr Anthony Eden will not be present at to-day 's meeting.
