Rome Communique Is Thought Insulting

(Received 13, 8.45 a.m.) EOME, Nov. 12. Diplomatic ciroles in Eome are amazed at the discourteous way in which a communique issued by the Italian Government asks Britain to open talks with Italy. The communique refers to Mr Neville Chamberlain, the British Premier, which every Italiau will Tegard as defiuitely insulting. According to a message from London, the Daily Telegraph's Rome correspondent reports: "The Earl of Peith called at the Foreign Office, at the reqUest of Count Ciano^ "It is understood that Count Ciano stated that the communique ineant t © convey Italy'© wish to live on friendly terms with Britain ^ and clear up misunderstandings as quickly as possible. "The somewhat unorthodox terms in which the Note was counched is explained by the fact that it is not an official document."
