WELLINGTON, Last Night. Regulations ara to be lssued shortly providing for the issue of primary school certificates in place of the old proficiency certificate, according to an announeement by tlie Minister of Education, Hon. P. Fraser, to-day. Requiremeiit for the lssue of a certificate is tliat pupils xnust complete the course for for. II. Certificates will be issued in all State primary schools and correspondence schools of the education Department. Certificates may also be awarded by the Director of Education or senior inspector of schools to any candidate who sliows that he possesses suffieient qualification. Pupils who complete the course up to forin I. .will receive a certificate of school attainment.
