RUSSIAN PROTEST
Anti-Communist Pact LONDON, Nov. 13 Tho. Botne correfepondent of, the Daily Telegraph says: "Signof Mussolini has definitely decided not to reply to the Ruiiian protest with regard to the Anti-Coinmunist Pact, and the matter reata there unles8 the Soviet takes furthef action. The Daily Telegraph's Moscow correspondent says that the official attitudo to Italy's adherence to the Anti-Cora-tnunist Pact is that it is ailned against Britain and France rather than against Russia. It is pointed out that owing to the vast- distances separating Italy and Russia there could be no question of active [tahau interveutiou or a possible war between Russia and Japan and Germany The Soviet has pro tested against an "unfriendly act," but thete is no sigu of inteUtion to take reprisals against Italy. A Belgrade message says that the new Jsjjafcese Minister at Belgrade states that his first mission will he to perauado Yugoslavia to join the Pact.4
