Soviet Resents ltaly's Entry Into Pact AN UNFRIENDLY ACT (Eeceived 10, 8.45 a.m.) LONDON, Nov. «. The Daily Telegraph 's correspondent at Eome says: ' ' Eussia and other foreign diplomats believe that the Soviet will sever diplomatic relations with Italy and repudiate the ItalianEussian agreement." An official communique issued at Eome states that the Soviet Ambassador, M. Stein. called on Count Ciano, Italian Foreign Minister, and indicated that Eussia considered Italy 's adherence to the Anti-Communist Pact to be eontrary to the Eussian-Italian agreement of 1933, and xegarded Italy 's signatdre to the Pact as an uufriendly act.
