Stein. called on Count Ciano, Italian Foreign Minister, and indicated that Eussia considered Italy 's adherence to the Anti-Communist Pact to be eontrary to the Eussian-Italian agreement of 1933, and xegarded Italy 's signatdre to the Pact as an uufriendly act.
