Pallot had been appointed,. gave him nothing to-do. The committee/ha-d rej comniended that- he ibe-.now appointed ' as paymaster. Under -the Act- it • was found that ■ all the responsibility that it was, thought -would fall • upon . Mr. Pallot fell upon the clerk. "Some people have asked how lt is that Mr. O 'Connell, holding'- the responsible position as clerk of- the Hawke 's Bay County Council,' came to be appointed as clerk of the Rivers Board," said Mr. Logan. "They have wanted to know whether his salary has been increased, and they have also considered' that the council should inake other arrangements. I would like the general public to' know that Mr. O 'Connell has" been ' appointed clerk of the Rivers Board without any extra remuneration. The "council has allowed him to act and, through his -willingness, ithe ratepayers'are going to r'eap.a considerable benefit. We reali'se we are in a position to 'carry on this work and thereby assist 'the Rivers Board and its ratepayers.(' "It is simply an arrangement between two local b'o'dies, ' ' "said Mr. C. Lassen. ' ' I understand that ' there is . a rosolution before the -Rivers Board cp rescind the . arrangement, ' ' " said Mr. R. Harding. . ' The chairman explai'ned that that had nothing to do with the council, and the committee 's report recommending the amendment was adopted.
