Tbe scheme which local autboritios will be required to undertake includes provision for tbe storage and housing of equipment^ instruption of tbe public, proteetion of' buildings, repair of roads, clearance' of debris, first-aid arrangements, detection of poison gas, decontamination work, street ligbting, airraid warnings, fire precautions and public slielters. It is estimated tbe eost of tbe scbemes contemplated will . amount to about £32,000,000 with an annual expeuditure of under £1,000,000. The Bifl gives details of tbe amended financial offer wbicb the Government discussed with tbe representatives of local authorities this week and wbicb was rejected. It is understood tbat tho local authorities will seek a further amendment during the progress of 'tbe Bill through the House but will accept tbe Bill in whatever form it is passed and co-operate without further delay in putting its provisions into effect. -
