Nine-Power Conference's Decision (Eeceived 5 2.45 a.m.) LONDON, Nov. 4. The Nine-Power Conference approved a proposal that a sub-committee should oft'er to mediate in the Sino-'Japancse dispute. Althoqgh it was intended to resum« in the evening, the conference deferred its meeting until to-morrow, when fhe appointment of the sub-comuiittee will be considered. . The4 sub-committee will be cliarged with the tasks of replying to Japan's earlier refusal and offering the good auspicos of the conference to both China and Japan in a mediatory 'capacity. Mr W. J. Jordan (New Zealand) in a vigorous speeck to day about the needless war .in the Far East, denounced the- bombing of women and children.
