GERMANY DECLINES
The Nine-Power Conference (Received 30, 10.50 a.m.) BERLIN, Oct. 29. _ Germany has issued a communique in which she. states that ehe has declined the invitation to the Nine-Power Conference and declared that she does not feei able to attend( as Germany is not a party to the Nine-Power agreement.
