(Reepived 28, 8.45 a.m.) LONDON. Oet. 27. The First Lord of the Admiralty, Mf A. Duff-Cooper, replied to eriticism with regard to Spain in the House of Conxmons to-day. Mr Duff-Cooper said he deelined to accept the suggestion that the war was being carried on with greatcr barbarity on one side than on the other. "The Government '8 policy," added the First Lord, "is that what goes on in Spain is not our concern, hut that We shall keep the high seas free for British commerce.
