The master and crew of ths Black Cat said she was -it under way., and the master and crew of the othar vessel said^sh© -was, Th& Black Cat, according to the master of the Rita, was steaming in a soutk-easterly direction, with the Rita on her starboard. The Black Cat, thorefore, under the rules, was tha vessel to give way. Another questioa was whether the vesseb were equipped with life-saving applianees under the life saving rules.
