Japanese Seizure oi Paotow is Important R0UTE TO RUSSIA CUT OFF (Eeceived 20, 10.50 a.m.) LONDON, Oct. 19. Thc Daily Telegraph 's correspondent at Tokio statos:--^ . "With the occupation of Paotow, in the Suiyuan province, Japan claims to have erected what is described as a thousand-milq -long ' anti - Communist wall,' stretching from Manchukuo to Suiyuan, thence north of Shansi to Hopei, almost to tho sea. Iuside lies the rieh Shantung province, which is reported to be arming to the teeih against the Japanese." The Daily Telegraph 's special correspondent at Shanghai reports that the signiflcancc of Paotow is that it governs the northern routq between Eussia and China, and is tho tcrminus of the Pciping-Suiyuan railway, It lies near the route connecting Siberia and Mongolia with China, and by holding this region Japan reduces China 's chances of receiving arms from Eussia. This has been oue of the chief objectivCs of the Japanese offensive.
