Iuside lies the rieh Shantung province, which is reported to be arming to the teeih against the Japanese." The Daily Telegraph 's special correspondent at Shanghai reports that the signiflcancc of Paotow is that it governs the northern routq between Eussia and China, and is tho tcrminus of the Pciping-Suiyuan railway, It lies near the route connecting Siberia and Mongolia with China, and by holding this region Japan reduces China 's chances of receiving arms from Eussia. This has been oue of the chief objectivCs of the Japanese offensive.
