NO-LICENCE LAW Commission's Recommendations to Government PROTEST PETITIONS

An important point affectiug licenSed premise3 is the recommendation- of jfche Electoral Boundary Commissioners in their flnal report submittca to Parliament tp-day, .that the law should be altered' in cases where 'it is fouhd desirable to extend .the boundary of q no-license district so as to include - licensed premises. The lack of this wider discretion, states the Commission, prevented it from giving eifect to «£ number of ' xequests" bssed "on " comi munity of . intfefett which , were recpg-1 nised as being just and reagonable. The changes made from the pvovisional boundaries announced earlier are not important. A Jarge number of petitions protesting against the eliminatioa of Chalmers electorate produced the decision, "Unable Jto comply. ' ' The South I^land section of the Commission reported in regard to this decision that an examination of the 12 Otago and Southland electorates showed such a large deftciency paTticularly in the vicinity of Dunedin that it was found necessary to eliminate Chalmers. They add: "Had any attempt been made to eliminate a district elsowhere it would have seriously disturbed the majority of the existing South Island electorates." Palmerston North Electorate Some changes in names have been approved. Palmerston electorate is to be known as Palmerston North, Parnell is to be re-named Remuera, aa better describing the area concerned, and Manukau will be called Onehunga in . future for the same reason. A recommendation from the Levia Borough Council that the aarne Otaki should be changed to Horowhenua was nbt acceded to, neither was a request from the Oroua County Council, on behslf of 246 others, ior the adjustment of the boundaries so as to inolude the whole of the Oroua County in the Manawatu district. They protested against the inclusion of part of the county in the Rangitikei district. ,Tho Motueka branch of the New Zealand National Party forwarded a petition from 47 residents of the Karamea and Aripito districts objecting to their inclusion £a the Buller Electoral District. The Commissioners were unable to comply with this. Requests from the Wairau Labour Eepreseutation Committee and the Marlborough Progress League, that the name of ,the electorate should be changed from Wairau to Marlborough wero acceded to.
