MONTHLY DISCUSSIONS

WAIPAWA, Last Nigbt. The monthly meeting of the Waipawa Couuty Council was held yesterday, there being present the chairman (Mr N. M. Paulsen), and Crs. L. Glenny, B. Gray, C. Thomsen, C. Bainbridge, and T. Butler. Messrs J, F. Bell, W. G. Johnston, B. G. Britton and Lois Carr wrote thanking the council for a further supply of ejoro nation Medals. — Received. The secretary, Foiest Gate Cemetery Trustees, *wrote thanking the council for a grant and enclosmg statement oi accounts. — Received. A letter was received from the Automobile Association regarding the shiftmg of one of the "Populous Area" sjgns at Pukehou, and advising that a patrol oiiicer would mterview the council 's officer in the matter.— Tlie engineer stated that the officer had agreed to remove the signs to the positions dosired by the council. The btate Advances Corporation asked for a resolution for tlie clerk to countersign debentures in respect of tho loan. — The neceasary resolution was passed, the chairman stating that it would be necessary to strike a special rate to cover the interest and other charges, but this was oniy a foriual matit :• as the rate had been provided for in the general estimates. The resolution iixing the rate at 1.39th of a penny was adopted on the motion of the Chairman and Cr. Glenny. The Uounties Association notilied the registration of the New Zealand County Councils' Industrial Union of Employers —The engmoer is to report on the couditions of the driverB' award which expires shortly. The Transport Commissioner poiuted out that in the elassification of roads advertised by the couuty no provision was made for Class 3 roads, — Tho chairman said that apparently there was a misunderstanding, as the council had declared the majority of its roads as OJass 3. The matter was left to the clerk and the englneer. A report of the tarnsport conference recently held at Wellington rocommended the raising ' of tlie maximum load for the various elasses by lialf a ton to provide for more economic transport. This would morm that the maximum on Class 3 roads would be seven tons instead of six and a half tons. The proposal was opposed by the Highways Board aad the Public Works l3epartment. A recommendation was also made that an extra half-ton be allowed for the cartiug of live stock in the summer months to allow for the weight of the crate. The Counties Association asked for tho counciPs views on the question of local body amalgamation, which are to be submitted to the parliamentary Committee. The chairman said the council had alrcady passed a resolution opposing the general principle of amalgamation. He suggested that a committee be sot up to set out the council 's views on the different points. This view was adopted, the chairman, clerk and engineer being instructed to com* pile the roply. Mr A. Dinnie, Public Works engineer, asked for information as to backblock road works to be carried out on a tivc-year plan, and what the council was prepared to contribute. The chairman pointed out that provision had not boen made on the estimates for th'e completion of such works and it would be lmpossible to make an offer, as the subsidy would probably only be £ for £. It was decided to reply that the council was prepared to contribute the ainount provided for on the estimates. Mr R. C. Adlam, headmaster of the Waipawa District High School, applied for a grant for the library for ihe District High School. — Tho chairman said that this was a new application. If a grant were made it would mcan that similar applications would be received from all other schools in the district. Ho also pointed out that the depai'tmental grants to committees had been increased and allocation could be made from this fund for the purpose. The application was declinod. Mr F. J. Magnusseu, Haumoana*, made an offer of £10 for an old grader horse. — Tho Engineer advisod against the sale. He tliought the horses should be retained until such times as they could b'e repiaced by a eaterpillar grader, with which the cost of >operating would be about the same, while the work done would be considerably greater. * — Mr Magnussen is to bo advised that the council 's horses are not for sale. Settlers in the Tikokino district petitioned the council to roplace the present bridge at Rurabal's crossiug. — Or. Butler said that representatious had oeen made to Mr H. M. Christie, M.P», who advised that tho petition bo prepared aud ho would give it all the support he could, Tho chairman said it was really a matter for the Maia Highways Board as a doviation of the route had been suggested. Until that question had been disposod of nothing could be dono in regard to the bridge. The Highways Board is to bo advised of the position. Oply one tender, that of K. Hindraan and A. Pepper at £150, was received for cleaning out the Argyll water race, —The chairman stated that the price was excessive and he was quite sure the work could be done mucli cheaper by day labour. It was decided not to aocept the tender. The telephone linesman estimated the cost of roconstrueting the telephone; line from the boundary of tbe Bmedlcy Estate to the manager's house at £86 4/6 and tlie cost of converting the line from Mathew's to the boundary at £203. Tlie chairman suggested tliat the council ask the Smedley Advisory Board what it is prepared to oll'cr towards the cost. sen it was decided to advise the Smedley committee that the council is prepared to vote £50 towards the cost, the work to be done by the council 's staff.
