FRANCO AS DICTATOR.
The United Spanish Party formed in April last, the "Falange Espanola Tradiciona Lista," is given permanent status in the life of Nationalist Spain by the decree signed last month by General Fz-aneo. He is to be in absolute authority as chief of the whole movement, with the right to appoint his successor, and is declared to be responsible | for his full control "to God and history." The decree declares that the joint movement'is the base of the Spanish State, its function being to "establish an economic regime above the iuterests of any individual gronp or class," and with discipline and order to weld the people j into the State.
