ITALY SENDING TROOPS TO LIBYA
(Received 9, 10.40 a.m.) ROME, Oct. 8. An official communique explains that Italy is sending troops to Libya owing to "necessities of an international character. ' ' She assures Egypt that. sl'.h need not fear the decision, as she is not concerned either by position or by policy.
