TALKS ON SPAIN Italy Will Not Attend Otherwise INTERVENTION ISSUE

The newspaper Popoia d'ltalia, which is . controlled by Signor Mussolini, publishes a statement to-day with regard to the Spanish question, The paper says that the Italian reply •to the Anglo-French Note proposing a tripartite conference with a view r.o making more effective the non-inter-ventioii echeme in respect of the civil war in Spain will include the following three points:-— - (1) Italy will not participate in any meeting to which Germany is not also invited. (2) The system of partial discussions proposed can only lead to now complications. (3) The problem could be discussed as a whole by the London Non-Inter-vention Committee. The Soviet has informed the Non-In-tervention Committee that if the naval patrol of the Spanish coast were terininated there would be no purpose in maintaining the system of wartime observers. Meanwhile, according to a British Official Wireless message, an official donial is issued of a statement which appeared in the early editions of a London evening paper that "the British Government is In possession of unimpe'achable information showing that 15,000 Italian troops have landed at Cadiz."
