International Agreement MARKET REQUIREMENTS
(Eeceived 8, 8.45 a.m.) EUGBY, Oct. 6. A, coinmunique issued last night by the International Sugar Council states that the douneil considered the ratifieations of the international sugar- agreement of May, 1937. Fourteen Governments have already ratified the agreement or made declarations under Artiele 4 of thevProtocol. The ramiflcations of other countries, which are not yet forthcoming owing to constitutional or other similar requirements, are expected in the near future. The council resolved to recommend the Governments which have ratified or made declarations under the protocol to consider the agreement in force between themselves until further notice. The council came to the conelusiou, on the best information at present available, that the requirements of tho free market during the present sugar ,year are likely to exceed 3,500,090 metric tons, ,raw value. The total export quotas to the freo market laid down by the agreement for the present year • are 3,611,000 metric tons, raw value, but various delegates indicated that they may not use all their quotas under Artiele 21 of the agreement. The council reserved the right to review the matter if there is any hnportant change in the situation. The council adjourned until next year.
