It outlines the necessity of abstinence by all nations from the use of force in pursuit of their policy and from interference in the affairs of otlier nations. It emphasises, too, the advisability of settlement of problems by peaceful negotiation and agreement, respect by all nations of the rights of other nations and of the sanctity of treatiea.
