Appointment of Magistrafes Proposed BILL BEING DRAFTED (Bs relearauh- Press AssocinJinn WELLINGTON, Last Night._ The appointment of industrial magistrates to assist in, th-C work of the A rbitration Court will be a distinctive devclopjncnt of New Zealand 's industrial legislation. These appointmen.ts are provided for in a Bill now being drafted as an amendemqt to the Industrial onciliation and Arbitiation Act. ln expiainng the proposed Bll, the Mnster of Labour, the Hon. H. T; Araistrong, sad the measure/ was designed for the smoother working of the Court, which would be authoriscd to delognte matters of minor importance to magistrates. "It will reiieve the Court Of a «onsiderable amount of work that now occupies so much of its time," he said. 1 • With this Bill on the Statute Book, it wili be found that the work of the Court will be c.onsiderabiy expedited. It will get through its work inuch quicker." The Minister said -that industrial inagistrates would hear cases ra conuection with labour legislation that were now heard by stipendiary magistratos. '"Ihe industriai magistrates will, in icai.tiy. form a link between concUiation councils and the Court," he conEiiiucd. "In addition, they will hear civil actions brought by the Labour Department in respect of wages.' ' Mr Armstrong said that industrial magir-trateB would be appointed- under the sainfc terms as stipendiary magistratos. The cases they heard would t>e subnect to appeal to the Arbitration Court. \
