(RecMved 25, 12.30 p.m.) LONDON, Sept 24. The British Governiticnt has seut further instructions to its Ambassador at Tokio to make strong representations to the Japanese Government eoncerning the bombing of non-military objects. The protest expresses the liorror of the Whole of the United Kingdom at the deplorable loss of life among the civilian population in the bombing of Canton. According to a Washington message, official reaction to the Chinese bombings is lacking pending Japan 's reply to the protest of September 22. Some quarters interpret the bombings as an indication that the reply will be unsatisfactory. The New York Times, in an editorial, says that the bombing of Nanking suggests a touch of madness in Japan 's policy. "It is as stupid as it is brutal," the paper adds, "and creates justiiiable hatred which is destined to outlast whatever conquest Japan achieves. Tt also destroys the markets Japan needs in (^hina. Every bomb falling on Nanking and Canton destroys Western friendliness and admiration for Japan." "
