(Eeceived 24, 8.45 a.m.) LONDON, Sept. .23. The Geneva correspondent of The Times states: — M. Delbos, the French Foreign Minister, had two cordial and frank conversations to-day with Signor Bovascoppa, who is Italy 's perman* ent delegate to the League of Nationa Signor Bovascoppa gave guarantees that Italy would not remain in the Balearic Islands or stay indefiiiitely in Spain, and promised that no . more troops would be despatched t'o the scene of warfare. Signor Bovascoppa emplfasised the Italian demand for equality rights in the Mediterranean. M. Delbos, in reply, stated that Britain and France were ready sympathetically to hear the requests of Italy. Thereupon Signor Bovascoppa consulted with the authorities at Kome and subsequently promised that Italian naval deiegates would attend the naval discussions, to be held at an eariy date, with reference to the anti-piracy patrol scheme. Signor Bovascoppa then laid down Italy's conditions/ for co-operation in the League of Nations, including the recognition of her occupation of Abyesinia and equality of rights in the Mediterranean and elsewhere. Observers suggeot that Signor Mussolini has -chosen the present moment again to approach the League, partly with a view to bargaining with Herr Hitler. A British Official Wireless message says ; Assurances that Italy would send no more "volunteers" to Spain similar to those which, it is understood, were given to M. Delbos by Signor Bovascoppa were confirmed at.Rome yesterday by Oount Ciano, Italian Foreign Minister, to the British Charge d'Affaires. The possibility that discussions may be resumed regarding the withdrawaj of foreigners engaged on either side in Spain is welcomed in London.
