Germany and U.S. Might Then Take Freer Hand

(Eeceived 24, 12.80 p.m.) GENEVA, Sept. 23. Germany has refused the League's Snvitation to participate in the work of the Far East Advisory Committee. The Daily Telegraph's Geneva eornspondent says that the German and Japanese refusals to attend the League eommittee to disciiss Sino- Japanese affairs has given added importance to Mr. S. M. Bruce's proposai to summon a Pacific conference, which would probably be held in London. There are strong indications, says the correspondent, that Germany, who has the second-largest commercial interests of any of the Western nations in China, would be willing to participate in a non-League conference, as her refusal of the Geneva invitation is believed to be solely due to the fact that the committee is under League auspices. It is also thought that the United States would be much freer to express opinions and suggestions at a conference independent of the League. The Daily Heraid says that British and United States Government circles have not attempted to conceal their horror at the totally unprovoked atroeity by the Japanese Air Eorce. "The two nations," the paper adds, "may niake a joint move when their Ambassadors ' reports have been received."
