Matters Discussed by Council

WAIPUKURAU, Last Night. At this evening's meeting of tha Waipukurau Borough Council, there were present the Mayor, Mr I. W. N. Mackie, and Messrs J. O. Windle, J L, Brathwaite, J. McCarthy, G. J. Bromell, H. A. Martin and H. B. Smart (town derk and engineer) Mr A. Tyndall, Director of Housing Construetion, wrote thanking the council for the housing survey statement and map, together with the relative forms. — Received. A letter from the District Engineer, Hailways Department, Wellington /authorised the council to tar-seal the sta- . tion approaches, when the council, 's roads in the vicinity are being sealed. It was understood from a letter from the council that the cost would be approximately £78, and the writer would be pleased tb receive an account for the work when it was completed. — Received. proposed Raflway Deviation. Letters were read from the Railways Department and from the Hon. R. Semple, Minister of Public Works, in eonnection with the council's scheme for the deviation of the existingj railway line to eliminate both the Ruataniwha street crossing and the necessity for an overhead bridge on the proposed stock route, The aerial j>hoto- . graph, on which the suggested scheme had been hiapped out and sent to Wellington, was returned. The Minister concluded with the statement that, inasmuch as his department was concerned, full consideration would be given to the scheme.— The letters were received, the Mayor commenting' that Government officials . had got right on ■fco the job investigating the position. Heavy Traffic Fees. Writing in eonnection with the allocation of heavy "traffic fees for 193637, the Napier Borough Council stated that the Hastings; and Waipukurau boroughs had. both agreed to the present method of allocation, provided the latest figures were used for ascertaining the percentages due to each borough. This proviso seemed to be a most reasonabie one as the figiures at present used were for the year 1926. The other boroughs had all agreed to the usual basis, although the Napier council had not yet finally deeided. However, as the "basis'' had not been altered by the above proviso, it did not appear that other boroughs could reopen the matter merely on that account. The latest figures, supplied by the Government Statistieian, were enclosedrf— The letter was received, . the Town Clerk pointing out that the use of the new figures would benefit the borough to the extent of .63 per cent. Builders' and General Labourers' Award. . The town clerk, Hastings, wrote gtating that, as the proposed award between the Hawke's Bay Builders and General Labourers' Uniou and the local bodies in Hawke's Bay had, been tkrown out by the.Court of Arbitration through a technical fault in the preliminary steps talcen by the union, it was now proposed to incorporate this award in an industrial agreement to incorporate in full the proposed award, conditions of which were exactly the same as the agreement arrived at in Conciliation early this year. Oopies of the agreement, for the council's signature, would be forwarded by the town clerk, Wanganui, to be sealed .and signed as quickly as possible. — The mayor and town clerk were authorised to sign the papers. Drainage Complaint. . A request from a ratepayer that the proprieiors of a garage adjoining a section he owned in tixe main street be compelled (if the by-iaws would allow it) to instal drainage and stop water from running on to his propexty, was considered. Mr Smart stated that thCre was no doubt that the water was a nuisance, and the may^r said the health inspector confirmed this view. lt was deeided that the owner. bo asked to inake arrangements to abate the nnisance and the complainant be notified of that decision. A Request Granted. A letter from the Salvatiba Army asked permission to have a staii in Ruataniwha street on October 12 to raise money for Army work. On Cr. McCarthy 's motion, it was deeided that the request bo granted. Mr F. E. Hopkinson, writing on behalf ~ of the ratepayers concerned, thanked the council for the prompt manner in which a request for a concreto culvert in Tutanekai road had been aeeeded to. The ratepayers also wished to thank the borough engineer for surveying the route of the drain to the culvert and putting in the levels. The recent wet spell fiad aifordcd amplo proof of ihe efficiency of tlio drain, the letter concluded,— /1'he letter was received, councillors remarking that it ivas pleasing to get correspondence of that sort. Accounts totalling, £3,970 1/2 wero passed for payment, and it was deeided to authorise the expenditure of £3 15/for the painting of the library kitchen.
