CHINA PROTESTS AGAINST U.S. ARMS EMBARGO

(Received 18, 1 p.m.) WASHINGTON, Sept. 17. China has formally protested to America against the embargo on shipments of arms to the Par East. It is understood that Mr. Wang tord the State Department that China considered the embargo was imposed in order to aid Japan and injure China. Sixteen aeroplanes consigned • to China have been unloaded from the Government-owned ship Wichita. This is in pursuance ,of President Roosevelt's order forbidding vessels owned by the United States Government to transpcrt arms and ammunition to Japan and China. The Maritime Federation earlier prevented the ^refuelling of the Wichita.
