' ; A Geneva message states tlmt two annexes to the arrangement, on which naval experts have been working, were signed this morning. The first designates the zones whiclx each Power reserves for its submarine manocuvres on tho high scas, whilo the second sets out , Ihe principal maritimo routcs which
luerchantmen are to bo advised to follow and which will be placed under the proteetion of warships.
