Admiralty's New Plan For Ratings (Received 4, 11.0 a.m.) LONDON, Sept 3. Tlie Adtniralty announces additional opportunities whereby ratings will undergo special training to qualify for commissions. After completing a course including etiquette and the purchasc of uniforms, those passing the selection board will be promoted to acting-sub-lieutenants and will join the Naval College at Greemvicb with the same pay and allowances as other officers. Those unsuccessful will be rated acting-petty-officers and will bc placed on the roster for wartant-officers.
