Ca'pitation Payments STANDARDISATION URGED

NEW PLYMOUTH," Last Night. Future conferences of the Dominion Federation of Bchool Conimittecs' Associations will be hcld not later than a month prior to the commencemcnt of the last scssion ox Parliament that j car, according to a dccision reached at the conference- at New Plymouth toffiay, Several xemits entailing considerable ehanges in the constitution of the Federation, regarding conference dates and the placc, were discussed, but ull were Wiped out by a nlotion, whieh was carried, that no change bo made in the constitution. The Canterbury Association suggested that, after 1039, .conferences be held biennially at Wellington when Parliament was in session, and Wellington urged that the annual conference be held in Majch instead of August; also that the executive be doliliciled in Wellington. The remit, which was carried, came from Manavvatu, The conference adopted a remit from the Manawatu Association that the Minister b.e requested to standardiso the . method and date pf payment .of capitation by all education boards to onsure that all school committees securo payment in 12 equal instalments, • payable monthly in advance, and that the method of computing capitation be based on that at present in operation in the Taranaki Board's district, That school committees be empower.ed to expend up to 5 per. cent, of flieir capitation f ot. purposes not included in the schedule, was a Wellington remit carried. The importance of grouhd improve-. ments was stressed, and the conference Urged that boards be given discretion-; ary powers to allocate money for this, purpose. The Minister will be urged to make, provision for the payment of the rental' of school felephones to be made a charge against the school committees aecount ahd ..for the tdlephona to be conneeted free of charge. • Provision by the department of the total cost of installation of a hot water system in school residences and the provision of all modern convenioncea were suggested in a Southland remit, Which was carried. The Government will be asked jto ar range with local bodies to provide water for schools free of charge to com-; mittpes. It was stated that some local bodies supplied water free, but .othera, did not. j • Strong support was fortheomiiig for a motion urging the Government to restore the subsidios on amounts raised locally for school purposes by ,voluhtaryJ contributions. An extra fuel grant for schoolsl suffering from colder clihiatic condi-i tions was sought by" Southland and! supported by the conference. ,
