The last phase was alniOst an anti-climax, the chairman, SenatO)r Garner, taking advantage of a luli in the debate iu order to eifect its passage and members of, tho Senate were unable to offer controversial amendmentB which had been planned or io record their objentiona. On July 23 President Roosevalt's Supreme Court proposals Were overwkelmingly defeated when the Senate, by 70 votes to 20, recommended the Bill to the Judiciary Committee, which was instructed to design a new measuro reforming Lower Court procedure, but eliminating the provisions for the a?ieration of the Supreme Court. The decision followed a meeting 'ri the Judiciary Committee, at which tne t pposition demonstrated was sufficientyi strong to fotce the abaUdonment of tlie measUte. Congress is expected to adjourn shortly, possibly before the enactment cf other important measures in President Roosevelt's programme.
