SPECIAL COUNCIL IN NORTHERN SPAIN
(Beceived 6, 8.45 a.m.) LONDON, Aug. 5. The Times' Barcelona correspondent reports that the Valencia Government is creating a special council to represent it in Northern Spain. It will be empowered to take urgent decisions without reference to Valencia. The lieadquarters will probably be at Santander. This decision is due to the isolation of the loyal territory along the Cantabrian coast from the rest of Valen-cia-controlled Spain.
