Further Increase predicted In Numbers (Eeceived 5, 11.0 a.m.) LONDON, Aug. 4. Mr Hector Bywater, the naval correspondent of the Daily Telegraph, expects that the 1938 naval rearmament rrcgramme will probably be equal to the extensive building in 1937 when 664,000 tons is being constructed, which i-s belxeved to be a peace-time record. He adds that well-informed circies anticipate that in 1938 three to five further battleships, six or seven cruisers and a proportionate quota of destroyers, submarines and smaller craft will be constructed. There will also be another increase in personnei of at least 125,000, ineluding manning the largely-increased fleet air arm in which, during the next l'our > ears, aircraft borne by carriers and catapult-ships will rise from 230 to 55,0.
