TOTAL PROHIBITION
Gandhi's Ideal ior India C0NGRESS TASK IN PROVINCES (Keceived 2, 12.25 p.m.) LONDON, Aug. 1. The Times Bombay correspondent states that total prohibition throughout India within three years from July 14, the date of the establishment of the Congress Ministries, is advooated by Mr. Gandhi in an article in his paper, Harjan, on the Congress tasks in the provinces. He declares that the American failure should not prove a deterrent, as only a minority in India are ad. dicted to drinking. Employers must be fbrced to provide Cheap healthy refreshment, readlng and entertainment facilities. He adds: 'Prohibiton, whatever >it costs, will ultimately give the peasant grOater earning and spending capacity. "
