ITALY & GERMANY ASSAILED BY OTHER POWERS
(Received 22, 8.45 a.m.) LONDON, July 21. The diplomatic correspondent of The Times says that, in ett'ect, Lor.d Plymouth 's proposal was that the witlidrawal of foreign troops from Spain hhould be discussed before the question of granting belligerent rights. The French, Russian, and other representatives supported him. M. Maisky deelared that Russiia would only consider the belligerency question when the last foreigner quitted Spain. Italy and Germany, on the other hand, made it clear that they attached less importance to the withdrawal of volunteers than the resumption of control along the Pyrenees and the recognition of belligerency. Finally the discussion became iso confused that it was thought best to suspend the meeting. * The .Paris Press bitterly attacks the Italo-German attitude, declaring that they intend to support only those portions of the British plan that are favourable to themselves, while tsabotaging the rest. Reports are current that" Italian miMtary experts* reported that 15 divisions are necessary to enable General Franco to win the war, and had proposed that Italy and Germany should send them the troops in return for permission to Germany to exploit lead and iron deposits at the end of the war, and for Italy to exploit the mercury mines, but Germany is reluctant to commit herself.
