Impasse on Question of Procedure MEETING SUSPENDED

RUGBY, July 20. The Chairman's Sub-Committee of ihe Intefnational Non-Intervention Committee held two long meetings to-day. At tha morning session, it is understood, the Committee xeached agreement in principle on the item in the British proposals providing for the establishment. of international obser\ation officers in Spankh ports, and further agreed at once to refer cex'tain technical aspects of this problem to their technical sub-committee. It was proposed after the adjournment to proceed to the next item in the British proposals, namely, the question of the withdrawal of _ volunteera, ;but it is understood that munediatsly on resumption tho Committee reachod an impasse on the question of procedure. After every effort had been made by the chairman (Lord Plymouth) jto overcome the difficulties and expedite the Committee 's work, it was found necessary to suspend further consideration of the British plan pendiug consultation by representatives on the Committee with their respective Governments» The official commumque, which was .expected to be a dooument of considerable length, was not available up to a late hour this evening.
