(Reeeived 21, 1.0 p.m.) PEIPING, Jttly 20. Tfee Japanese, after an earlier and unsuccessful attack j again bombarded Wangping, rushing up heavier artillery from Fengtai and using incendiary shells. They destroyed the Chinese b&rracks and two watch-towers at Loukouchiao. Fight*ing has broken out at other points in the Peiping sector and threatens to beoome general. The Japanese Cabinet has decided that it is now eompelled to taka adequate measures for self-defenoe in view of the Chinese insincerity regarding the observance of the truce fcgreement. Mr. Hirota, the Foreign Minister, reported the decision to the Emperor. Att Army spokesman told the Associated Press that this Was due to the increasing number of clashes near Peiping and the Nanking Government 's evasive rejection of Japan's requests for the localisation of the trouble and the withdrawal of the Chinese troops. On the contrary, these were massing in increasing ttumbers in the Peiping region, thus deflnitely breakugthe agreement. ' ' Accordingly the Japanese Army assumes full liberty of fiction."
