"I have to refer you to prevdina coyrespondence with regard to the matter raised by your board to provide special legislation in connection with increased costs of works being uiidertaken from loan moneys by a local anthority," the department 'e lotter stated. "This matter has been held in abeyance so that it could be ascertained to what extent other ioeal authorities might be in- the same poSition as the Napier Harbout Board. "It now appears that only. oue oe two cases are involved, and the Hon. the Minister of Internal Affairs lias indicated that in the circumstances it is not proposed to procced With general legislation. As far as the Napier Harbour Board is eoneefned, the Hon. Minister has agreed to the inclusion of an appropriate clauie in the Local Legislation Bill during next season with th'e object of authorising the board to raise the amount required to meet the additional costs in construction work actually undertaken by the board without taking a poll of xatepayers, I shall be glad, therei'ore, if you will now .arrange for an appropriate olausa tq be iubmltted and the further steps required by the St&nding Orders to be carried out, The requirements of ihe Standiug Orders are fuliy set out in paragraph 373 of the attached copy of the Standing Orders.
