French Concession in Shanghai Shows Loss in Population

SHANGHAI — Shanghai 's French Concession, smaller of the two f oreign areas of this great port, has shown a deerease in population on its annual census for the first time since 1900. This is despite an iAcrease of nearly 5000 foreigners and is construed as indicating a return by Chinese to country districts which were abandoned during ciyil war pcril in favou-r of safer f oreigu areas. Latest figures show the total population as 477,629, comprising 23,398 foreigners and 454,231 Chinese as compared with figures a year before of 18,899 foreigners and 479,294 Chinese totalling 498,193*. Much of the increase in foreign population is Russian, due to WhitevRusr sian evaeuation of Harbin and Manchoukuo in general after sale of the Chinese Eastern Railway to Japan. The Russian population of the Concession is 11,828; .British come second with 264S, French third with 2342, and Americans fourth with 1791. . 1
