British Civil Service Requirements (Received 14, 10.35 a.m.) LONDON, July 13. Nearly £1,000,000 more is roquired for tho Civil Service. A supplehientary estimate provides for £79,680 as tho British contribution to the international fund for the working of the Non-Inter-vention Agreement, £80,000 as expenses for British observers in Portugal, to which the Portuguese Government is contributing £16,000 and the Board of Education requires £177,000 in connection with the new physical training sclieme. Increased salaries for Meiubers of Parliament absorb £84#300g
