FRANCO REFUSES DIPLOMATIC RIGHTS
(Received 12, 8.45 a.m.) ST. JEAN DE LUZ, July 11. General Franco 's Government is not permitting Britain to re-open its Consulate at Bilboa nntil she. grants "belligerent rights. The new Vice-Consul will be recognised only as a "keeper of archives" and will not be allowed to communicate with Whitehall in code or exercise other consular privileges.
