(Received 5, 1.0 p.m.) BUGBY, July 4. The British Press is in general agreement that the German-Xtalian counterproposals at the Non-Intervention Committee are not acceptable. The Times considers it is unfortunate that the ofhciaj statement of the Ger-inan-Italian view should have been preceded by a barrage of articles in the Italian Press, elearly printed with the approval of high officials, boasting of the achievements of Xtalina Legionaries in Spain and boasting that Italy had not been neutral and claiming part in the recent victories of the insurgents.
