A Washington message says the French Government has informed the Treasury that it contemplates withdrawal from the tripartite agreement, The French Embassy explained that the notice was simply a desire to fulfil the terms of the agreement by an exchange of views before any action is taken tending to upset curreney ratios. It is not to be interpreted to mean devaluation of the franc. 4
