Loyalists Assail Italo-German Flects (Received 26, ,8.45 a.m.) MADRID, June 25. The offlcial spokesman declared that the- Spanish Government is determined to maintain its sovereign rights on the sea against the German and Italian bandits and plrates, whose ships had no legal right to patrol the Spanish coasts. A cominunique admits, after a lull of three days .the insurgent forces had furlously resumed their offensive in the drive toward Santander, which is deslgned to capture the rich industrial and rnining area. Aoroplanes are pou'nding the retreating Basques who are being followed up by strong mochanised colunxns. Reports from several sources Btate that-' the authorjties afc Santander are negotiating for the surrender of 'the city to avert its destruction.
