LONDON, June 14. * Tlie Givil and Air Communications Committee 's report states that the committee, under the chairmanship of Sir Archdale Parkhill, discussed the prospect of establishing a British Commonwealth aerial chain, connecting all parts of the Empire, and methods of co-operation in this matter. The comy mittee arranged that proposed air gervices across the Tasman and the Pacific should be discussed by the delegates concerned. The committee recommended that the Conference adopt the folloWing resolution: First, appreciating the many benefits that could be secured by substantial and extensive civil aviation enterprises, this Conference unanimousb, approves .of members of British Commonwealth pursuing a vigorous policy embracing territorial expansion and interconnection. (Secondly, the Conference aflirms its willingness to co-operate to the greatest possible extent to linlc members by air. lines. Thirdly, recognising that most effective co-operation and most efficient organisation can best be settled by the Governments concern^ in each particular ease, but recognising that where it is desired by any Government, that its local control should not only be in its own territory but, by agreement with other Governments, be in adjacent areas in which it is particularly interested. 0 Forthly, that consultation regarding facilities granted to foreign services if they are likely to affect anotehr member by aceompanied by best endeavburs to sceure reciprocity if required, ' Fifthly, suggesting the consideration of including coxlcessions to foreigners with the general safeguard of the Government 's right to take over ground organisation.
