(Received 15, 1.0 p.m.) LONDON, June 14. Three ititire Irtipferial Coriferehce committee reports lSsiied this mortiing confirm expectations that although the cmf6rettce geflereilly expresses full realisEttidrt df the Varidus problems confronting the Empire, it does little to silggest that there is a lafgg irleastire of uftity Itt dealing with theiti. The teiidehcy thrdtighdiit appearS to be willingness to pursue policies, With vigdrdtis co-operation and consultation, but without laying down any definite line of action. It seems that more tangible results Are rridrfe likely td eitterge itlOW hrid iil fiitiire froni bi-lateral ddiiVerahtions than froiii a full constituted Conference in which Cach Dominion 's differing viewpoihts rdnder difficult thd obtaining oi unity on major and even minor questions, as illuStrated by the I'ejectidn df the tel&tively unimportant Empire Agrieultural Council. 1 The prinCipal delegates Will td-day eonsider the drAft , | summary of the tdnferettce proceedings — -a bulky document j which will prob&bly be issued later in the Week. The finkl meeting occurs to-morrow at St. James' Talace, It has been eVident fdr a oonsiderftblfe time that the NeW \ 2ealand Prirne Minister, the Rt. Hon. M. Jk Savage, has been displeased at the progress and has freely expressed himself | inside the conference. Mr. Savage's is essentially an individual j viewpoint, The Canadian Prime Minister's, the Rt. Hon. W. L. j Macketizie Ring's persistently expressed fears of internal complications in Canada, and the Sduth African Prime Minister' s General Hertzog's timidity, have from the outset rendered far-reaching agreement on vital mattei's impossible. The Australian Prime Minister, the Rt, Hon. j, A. Lyons, ias frequently acted as mediator, even attacking those criticising Britain' s foreign policy, It is ironic that Mr. Lyons, who with an electidn imminent had more to risk pol/itically than anyone was the most fearless and frank Dominion Prime Minister.
