AUCKLAND, Last Night. An increase in rates hjought about by ' additional expenditure, was f orecasted by the Mayor, Sir Ernest Davis, at a meeting of tho City Council. He said while the revenue sdurces were becoming more restricted, the expenditnre requirements had not ceased ' expanding.
